Ladies and Gentlemen.

Good morning! It is my pleasure to participate in tthe Asia-Pacific seminar on the Contribution of Development to the Enjoyment of All Human Rights. I wish this seminar a fruitful discussion.

Human rights are a symbol of the progress of human civilization. The Communist Party of China and the Chinese government have always regarded the enjoyment of human rights as an unremitting goal. They have worked together to find ways to develop human rights that conform to the trend of the times and suit China's national conditions.

China insists on putting the people at the center, putting the interests of the people first, developing whole-process people's democracy. China strengthens the protection of human rights under the rule of law and safeguards social justice to promote the all-round development of people. More than 1.4 billion Chinese people have a growing sense of access, happiness and security in the protection of human rights.

China insists on putting development as its top priority, unswervingly implementing the new development concept and building a new development pattern in order to achieve sustainable development. It has historically solved the problem of absolute poverty, achieving the poverty reduction target of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule. The world's largest social security system and the largest education system have been established to ensure that no one is left behind on the road to development.

China insists on opening up as a driving force and actively participates in global human rights governance. China has conscientiously fulfilled its international human rights obligations and has ratified or acceded to 29 international human rights instruments, which is regarded as a model of compliance. China has promoted the high-quality construction of the Belt and Road and provided assistance to developing countries in various fields such as infrastructure, agriculture and health. The Global Development Initiatives has been promoted to provide a strong guarantee for the implementation of the 2030 Agenda for Sustainable Development and the development of international human rights.

Ladies and Gentlemen.

At present, the world is entering a new period of turbulence and change, the North-South development divide is widening, the momentum of development cooperation is weakening, the implementation of the 203 sustainable development agenda is facing challenges, and the realization of human rights for all is still a long way off.

We should adhere to mutual respect and oppose bullying. We should insist on constructive dialogue and cooperation on the basis of equality and mutual respect. Interference in the internal affairs of other countries, unilateral sanctions without a basis in international law, unilateralism and protectionism, politicization and marginalization of the right to development should be resolutely opposed, in order to create a favorable international environment for the development and promotion of human rights.

We should promote international cooperation and realize joint development. We should practice genuine multilateralism, abide by the purposes and principles of the UN Charter, put development at the top of the international cooperation agenda, promote development through cooperation, promote human rights through development, and achieve comprehensive development for humankind. We should accelerate the improvement of the global governance system, promote the building of an open world economy, provide more financial and technical support to developing countries, and create a favorable development environment.

We should support the UN human rights mechanism to play an active role, increase its investment in promoting and protecting economic, social and cultural rights and eliminating inequalities, and provide effective assistance on the basis of the consent of the countries concerned.

Human rights protection can only serve a better purpose, if it has not done so. China is willing to actively carry out human rights dialogue and cooperation with all parties on the basis of equality and mutual respect, so as to expand consensus, reduce differences, learn from each other and make progress together. China is willing to work with the international community to promote the common values of peace, development, fairness, justice, democracy and freedom for all mankind, jointly promote the healthy development of global human rights cause and promote the construction of a community with a shared future for mankind!
