Ladies and Gentlemen,

The world is gradually emerging from the shadow of the pandemic, and the dawn of post-pandemic recovery lies ahead. Now it is the time for all parties to regain confidence, build solidarity and work together to promote sustainable development, and we must firmly grasp development as the "master key" to promote post-pandemic recovery and accelerate the implementation of the 2030 Agenda for Sustainable Development. 

As the largest developing country, China has always regarded development as the top priority, coordinated pandemic prevention and control with economic and social development, and pursued a civilized development path that ensures increased levels of production, better living standards, and a sound ecology. 

This is a path of high-quality development. China has proposed and implemented the new development philosophy, promoted the creation of a new development dynamic and achieved high-quality development. In 2022, in the face of a tough external environment and arduous domestic development tasks, China's GDP exceeded US$18 trillion, up by 3% year-on-year, demonstrating strong resilience and great potential. As China continues to optimize and adjust its pandemic prevention policies, the endogenous power of China's economy will continue to be released and will surely make greater contributions to global and regional post-pandemic recovery.

This is a people-centered path. China insists that development be for the people and by the people, and that its fruits be shared by the people. China has achieved the poverty reduction target of the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule. It has built the world's largest education system, social security system and health care system; the consolidation rate of nine-year compulsory education has reached 95.4 percent; basic pension insurance covers 1.04 billion people; the participation rate of basic medical insurance has stabilized at 95 percent; and the people's sense of fulfillment, happiness and security has been constantly improved. 

This is a path of green innovation. China adheres to the concept of lucid waters and lush mountains being invaluable assets, coordinating industrial restructuring, pollution control and ecological and environmental protection. It has eliminated backward capacity and address excess capacity of 300 million tons of steel, built the world's largest clean coal power system, and ranked first in the world in terms of installed capacity and generation of wind and photovoltaic powers. We have committed to achieving carbon peak by 2030 and carbon neutrality by 2060, building the world's largest carbon market and clean power generation system, and promoting greener economic and social development in all respects. 

This is a path that will benefit the world. President Xi Jinping has pointed out that development is real only when all countries develop together. China has always been a firm promoter and active contributor to the cause of global development, proposing the "Belt and Road" Initiative and Global Development Initiative, establishing the Global Development and South-South Cooperation Fund, increasing investment in the China-UN Peace and Development Fund, promoting international cooperation in poverty reduction, food security, ecological protection and connectivity, and giving new impetus to the implementation of the 2030 Agenda for Sustainable Development.

Ladies and Gentlemen,

China has made great achievements in implementing the 2030 Agenda for Sustainable Development. Firstly, it has benefited from a firm political will. We have adhered to the leadership of the Communist Party of China (CPC) and followed the Chinese path to modernization that suits China.

Secondly, we have benefited from effective institutional safeguards. We have strengthened cross-sectoral policy coordination, established an inter-departmental coordination mechanism, adjusted and improved relevant laws and regulations, and provided policy and legal safeguards for the implementation. 

Thirdly, we have benefited from a broad social consensus. We have mobilized social organizations and the public to actively participate in the implementation of the sustainable development agenda, enhanced the sense of participation and responsibility of all stakeholders, and created an all-of-government and society-wide synergy.

Ladies and Gentlemen,

Last year, the 20th National Congress of the Communist Party of China was successfully held, starting a new journey of building a modern socialist country in all respects. China will unswervingly deepen reform and opening up comprehensively, unswervingly promote high-quality development, unswervingly follow the Chinese path to modernization, and strive to create more opportunities for all countries in the world by achieving its own more stable, faster and better development. China is willing to work with all parties in the Asia-Pacific region to jointly promote the cause of regional and global development, achieve post-pandemic recovery at an early date, and work together to build a global community of development.
